From First Conversation to Ribbon Cutting: What the Process Actually Looks Like

Most owners who have never built a commercial space before approach the process with the same basic mental model: you hire someone, you pick some things out, and eventually you move in. What actually happens is more structured than that — and once you understand the structure, it becomes much less intimidating. Every phase has a purpose. Every decision has a place in the timeline. The project does not have to feel like a fog you walk through until you arrive at a building.

This is what it actually looks like.

Discovery and Programming

Before a single line gets drawn, the design-build firm needs to understand what you are actually building and why. This phase is sometimes called programming — a word that sounds technical but just means documenting your requirements in enough detail that a building can be designed to meet them. How many operatories, and what equipment goes in each? What is the patient flow from entry to checkout? Where does staff prep? How much storage? What is the projected patient or client volume at year one, and what does growth look like over a ten-year horizon? What is the site — an existing shell, ground-up, or tenant improvement in a space with existing constraints?

Programming produces a list of requirements. It also surfaces the constraints: budget, timeline, site limitations, zoning, utility availability. The goal at the end of this phase is an agreement on what the project is before any design work begins. Owners who skip this phase — or whose designers skip it — often end up with a building that does not actually fit their workflow, designed for some generic version of their practice instead of their specific one.

Schematic Design

With programming complete, the design team produces the first version of a floor plan. This is not a finished drawing. It is a working document — a first attempt to arrange the programmed spaces into a building that makes sense operationally and architecturally. The owner reviews it. What works? What does not? Where does the schematic design conflict with how the practice actually functions?

This is the phase where the owner's input is most valuable and least expensive to act on. A wall that moves on a schematic drawing moves in minutes. The same decision made during construction costs money and schedule. Owners who engage seriously at this phase — who push back on layouts that do not feel right, who ask questions about how their team will move through the space — get buildings that work. Owners who approve the first schematic because they do not want to slow things down often find themselves working around a layout that never quite fit.

Design Development

The approved schematic becomes the foundation for design development. Here, the plan gets built out in detail. Major systems are roughed out — HVAC zones, plumbing locations, electrical service. Equipment gets located on the drawings so the structural and mechanical disciplines know what loads and clearances they are working around. Exterior materials and interior finishes move from general to specific. At the end of design development, you should know what the building looks like, how it functions, and what it costs — with enough precision to validate against your original budget.

Cost validation at this phase is important. If there is a gap between the design development estimate and the budget, it is far better to know now than after construction documents are complete. Design-level changes are measured in hours of drafting time. Post-document changes are measured in real money.

Construction Documents

This phase is the most intensive work the design team does, and the least visible to the owner. The schematic and design development drawings get converted into a complete, coordinated construction document set — the full architectural drawings, structural drawings, and MEP (mechanical, electrical, plumbing) drawings that the building department will review and the construction crew will work from. Every partition gets a precise location. Every outlet gets placed and circuited. Every piece of structural steel gets specified. The disciplines are coordinated so there are no conflicts between what the mechanical engineer wants and what the structural engineer designed.

What the owner does during this phase is fewer decisions than earlier phases but more critical ones: reviewing final specifications, confirming equipment selections that affect layout, approving final finish schedules. The goal is that nothing in the construction documents surprises you.

Permitting

The completed construction document set gets submitted to the authority having jurisdiction — city, county, or state depending on the project and location. Reviewers examine the documents for code compliance. They issue comments. The design team responds with revisions or clarifications. This cycle repeats until the building department issues a permit. Timeline varies by jurisdiction, project type, and complexity, but it is never instantaneous. Most commercial projects in competitive markets run anywhere from six weeks to several months through plan review.

This is one reason why owners who push to start construction before permits are issued take on significant risk — work done without a permit may need to be removed or exposed for inspection after the fact, and any work that does not match the permit documents creates problems at final inspection.

Construction

The permit is issued, and the crew goes to work. Construction proceeds in phases: site preparation and foundation, framing and rough-in, inspections at key milestones, insulation and drywall, finish work, equipment installation, punch list. Each phase has inspections by the building department; the permit cannot be closed without them passing.

During construction, the owner's primary role is decision-making on items that arise — not because the documents were incomplete, but because some things cannot be fully resolved until you see them in three dimensions. The design-build project manager is the single point of contact. Items that need owner input get escalated; everything else gets resolved in the field.

Closeout and Certificate of Occupancy

Construction wraps with the punch list — a documented list of incomplete or deficient items that need to be corrected before the building is turned over. Once the punch list is resolved, the project goes to final inspection. The building department conducts a final walk and, if everything passes, issues a certificate of occupancy. You now legally have a building you can operate in.

Closeout also includes owner training on systems — HVAC controls, electrical panels, any equipment that was part of the construction scope. Record drawings (as-builts) document what was actually built, including any field modifications from the permit drawings. Warranties are documented and delivered.

Then you open.

The process is not fast. A well-run commercial project from first conversation to ribbon cutting typically takes twelve to eighteen months depending on scope, jurisdiction, and complexity. What it should be is predictable. Every phase should have a known duration and a clear output. You should know what you are deciding and when. A design-build firm that cannot explain this to you clearly before you sign anything is telling you something important about how the rest of the project will go.
